# Codice ATECO: What it is and what it decides about your partita IVA

A codice ATECO is the classification Italy uses to describe the economic activity you carry out. You declare at least one when you open a *partita IVA* (Italy's VAT number for self-employed work). Your ATECO code sets your registration route, your pension scheme and your taxable income.

### **At a glance**

- **What it is.** An alphanumeric code of up to six digits, published by ISTAT (Italy's national statistics institute) and carried on your records by both the *Agenzia delle Entrate* (the Italian tax authority) and the *Camera di Commercio* (the Chamber of Commerce).
- **What it decides.** Four things: your registration route, your pension scheme, your profitability coefficient under the *regime forfettario* (Italy's flat-rate tax scheme), and whether the activity needs a license, a qualification or membership of a professional order.
- **Which version is in force.** ATECO 2025, in force since 1 January 2025 and adopted for statistical and administrative purposes since 1 April 2025 ([ISTAT](https://www.istat.it/classificazione/ateco-2025/)).
- **The part that catches people.** Your code is written in ATECO 2025, but the forfettario coefficient is still found through the matching ATECO 2007 code, under a transitional rule.
- **Who confirms it.** You propose the code. A *commercialista* (an Italian chartered accountant) should confirm it before the declaration of activity is filed.

## What is a codice ATECO, and who needs one?

A codice ATECO is ISTAT's classification of an economic activity, and anyone [opening a partita IVA in Italy](https://blog.xolo.io/it/how-to-start-freelancing-in-italy) declares at least one. The code goes in the declaration of activity filed with the Agenzia delle Entrate, so it is decided before registration rather than after it.

The code is alphanumeric and runs up to six digits, from general to specific: a letter for the section, then two digits for the division, three for the group, four for the class, five for the category and six for the subcategory ([ISTAT](https://www.istat.it/classificazione/ateco-2025/)). What it describes is the work you do for clients, not the title you put on your website.

You can hold more than one code if you genuinely carry out more than one activity. Holding several does not give you several revenue limits. As of October 2026, the entry limit for the [regime forfettario](https://www.agenziaentrate.gov.it/portale/regime-forfetario-le-regole-2020-/infogen-regime-forfetario-le-regole-2020-) is €85,000 a year, and where several activities are carried on under different ATECO codes the limit is tested against the sum of their revenues.

## Why is your ATECO code important?

Your codice ATECO decides four things about your partita IVA:

- **Your registration route.** Whether you register as a professional with the tax office alone, or as a business with the Chamber of Commerce as well.
- **Your pension scheme.** Which INPS (the Italian social security institute) scheme or professional fund the activity belongs to.
- **Your profitability coefficient.** Under the forfettario, the share of your revenue treated as taxable income.
- **Any special requirement.** Whether the activity needs a license, a qualification or membership of a professional order.

How much the fourth one matters depends on what you do. A UX consultant we interviewed picked his own code in minutes. His fiancée, an architect, had far less room:

> *"For my fiancée it was a bit more difficult, because being an architect you have codes that are blocked. If you are on the legal book of architects, you can't choose freely."*

Where a profession has an *albo professionale* (a professional register), some codes are reserved for practitioners enrolled in it, and describing the work differently will not open them.

The coefficient is the part people most often misread. It is the share of revenue that becomes taxable income, and it is not a tax rate. A freelancer in Italy who finds the Italian activity descriptions hard to interpret can compare the same activities in English in [Xolo's ATECO code finder](https://www.xolo.io/it-en/codice-ateco), which shows all four of these for each activity it suggests.

[![ATECO code - EN](https://no-cache.hubspot.com/cta/default/5615817/de715a38-f5b6-41ea-826b-73fb48ae60fd.png)](https://cta-redirect.hubspot.com/cta/redirect/5615817/de715a38-f5b6-41ea-826b-73fb48ae60fd)

## Which registration route does your ATECO code put you on?

Business activities register with the Camera di Commercio as well as the Agenzia delle Entrate, while most professional activities register only with the tax office. Consultants, developers, designers, translators and teachers usually sit on the professional side. Trades, crafts, shops and commercial agencies sit on the business side.

This is the most expensive consequence of the code, and the one that is most awkward to undo.

### What the business route adds before you have earned anything

Business registration adds a yearly Chamber fee, a *PEC* (a certified email address with legal validity in Italy) and a digital signature. The fixed Chamber cost for a sole proprietorship is about €90, and registration takes roughly a week on top of the 1 to 2 working days a partita IVA takes.

The pension side moves further. Professional activities are usually placed in INPS *Gestione Separata* (the scheme for most self-employed professionals). Business activities go to INPS Artigiani or Commercianti, where the minimum annual contribution for 2026 is €4,521.36 for artisans and €4,611.64 for traders. Both figures include the €7.44 maternity contribution and are calculated on a minimum income of €18,808, at 24% and 24.48% respectively ([INPS, Circolare n. 14 of 9 February 2026](https://www.inps.it/it/it/inps-comunica/atti/circolari-messaggi-e-normativa/dettaglio.circolari-e-messaggi.2026.02.circolare-numero-14-del-09-02-2026_15162.html)). Contributions are paid with the *F24* form (used to pay Italian taxes and contributions). An activity that needs Chamber of Commerce registration can be registered through Xolo, which also sets up the PEC and the digital signature.

### One activity can sit under more than one code

Some kinds of work map to several ATECO codes, and which one fits depends on how you actually carry the work out day to day rather than on what the job is called. Two people with the same job title can end up on different codes, different registration routes and different taxable income.

That is what the ATECO code finder is for: describing the work in plain words and seeing which activities come back. It narrows the field. It does not close it, because the distinction that decides your code is usually something only you can describe. Have the shortlist confirmed by a commercialista who understands how your business actually runs, before anything is filed.

Xolo assigns an English-speaking accountant who confirms your ATECO code before the declaration is filed.

## How your ATECO code changes your taxable income under the forfettario

Under the [regime forfettario](https://blog.xolo.io/it/essential-guide-to-the-italian-regime-forfettario), your taxable income is your revenue received multiplied by the profitability coefficient set for your activity. The coefficient comes from your ATECO code, not from how much you earned, so two freelancers with identical revenue and different codes are taxed on different amounts.

### The calculation, step by step

1. **Start from revenue received in the year.** The law counts money received, not invoices issued.
2. **Multiply by the profitability coefficient for your activity.** That gives your taxable income under the regime. The coefficient is set by activity group in Allegato 4 to Legge 190/2014.
3. **Deduct the mandatory social-security contributions you paid in the year.** If they exceed the taxable base, taxable income is zero and no substitute tax is due.
4. **Apply the substitute tax.** The rate is 15%, falling to 5% for the first five tax periods for new activities that meet the legal conditions. It replaces income tax, the regional and municipal surcharges, and IRAP ([Agenzia delle Entrate, Circolare 9/E of 10 April 2019](https://agenziaentrate.gov.it/portale/documents/20143/232538/cs+10+aprile+2019+circolare+n9_031_Com.+st.+Circolare+forfetario+10.04.19/495d9468-c0aa-01c3-5fc2-08d732b25b37)).

The 5% rate is not automatic. You must not have carried on business, arts or professional activity in the three years before starting, and the new activity must not be a continuation of previous employment or self-employment, with mandatory traineeships excepted.

### Worked example: a graphic designer with two ATECO codes

A graphic designer takes on client design work and also runs an online shop selling printed merchandise. Those are two different activities under two different ATECO codes, and each code carries its own coefficient: 78% for the professional design work, 40% for the retail trade.

Say she received €50,000 in a year, split €30,000 design and €20,000 shop.

| | Design work | Online shop | Total |
| --- | --- | --- | --- |
| Revenue received | €30,000 | €20,000 | €50,000 |
| Profitability coefficient | 78% | 40% | |
| Taxable income | €30,000 × 0.78 = €23,400 | €20,000 × 0.40 = €8,000 | **€31,400** |

The same €50,000 earned entirely from design would give taxable income of €39,000. The split across two codes moves it by €7,600, on identical revenue, before any tax rate is applied.

Two things follow from the same example. The €50,000 is tested against the €85,000 limit as a single total, not twice. And the shop side is retail, which usually means Chamber of Commerce registration and a different INPS scheme sitting alongside the design work. One decision about a second activity moves the coefficient, the registration route and the pension scheme together.

The arithmetic above stops at taxable income on purpose. Steps 3 and 4 depend on which INPS scheme you are in, and which scheme you are in is itself decided by your codes, so there is no single number to print. Xolo's [guide to the flat-rate scheme](https://blog.xolo.io/it/a-definitive-guide-to-the-flat-rate-scheme-in-italy) works through a full calculation, and the [flat-rate tax calculator](https://www.xolo.io/it-en/calcolatore) does it with your own figures.

## Which ATECO version applies now, 2025 or 2007?

Your code is registered under ATECO 2025, but the coefficient that applies to you is found through the matching ATECO 2007 code. Two classifications are in play at the same time and they are not interchangeable.

ATECO 2025 came into force on 1 January 2025 and has been used for statistical and administrative purposes since 1 April 2025 ([ISTAT](https://www.istat.it/classificazione/ateco-2025/)). The coefficient table, Allegato 4 to Legge 190/2014, was written against ATECO 2007 and has not been reissued. [D.Lgs. 12 giugno 2025, n. 81, art. 1](https://www.lavoripubblici.it/documenti2025/lvpb2/dlgs-12062025-81.pdf) bridges them: until new coefficients based on ATECO 2025 are approved, taxable income is determined using the Allegato 4 coefficient, identified on the basis of the code corresponding to the activity under the ATECO 2007 classification.

You will meet this on your tax return. The ATECO 2025 code goes in the Redditi PF form, at column 4 of line LM21, while the coefficient applied on the same form still comes from the 2007 grouping. Accounting software generally carries both and handles the match.

The awkward case is a code that was split. Where one ATECO 2007 code became several ATECO 2025 codes, nothing in the law picks between them: the choice sits with you or with your tax intermediary. ISTAT publishes conversion tables that identify the correspondences, filed under ATECO 2022, which is the 2007 classification as updated. If you go looking for a table labelled 2007 you will not find one.

[![ATECO code - EN](https://no-cache.hubspot.com/cta/default/5615817/33afe530-bc0b-47c9-baab-f10b8423bfd1.png)](https://cta-redirect.hubspot.com/cta/redirect/5615817/33afe530-bc0b-47c9-baab-f10b8423bfd1)

## Quick decision rule: which ATECO code, which route, how many?

Find the line that describes your situation.

- **If you work alone, invoice clients for your own professional services, and have no premises open to the public**, expect the professional route: Agenzia delle Entrate only, no Camera di Commercio.
- **If you sell goods, hold stock, open premises to the public or take on staff**, expect the business route: Chamber of Commerce as well, plus a PEC, a digital signature and the yearly Chamber cost.
- **If you do two genuinely different things for clients**, expect two codes rather than one stretched code. Each carries its own coefficient, and the revenue from both counts against the same €85,000 limit.
- **If your partita IVA predates April 2025**, check which ATECO 2025 code you now hold and how it was arrived at, before you rely on the coefficient attached to it.
- **If your work has changed since you registered**, file a variation within 30 days.
- **If you find the Italian activity descriptions hard to interpret**, use the ISTAT explanatory notes, which are published in Italian and English, or compare the activities in English in Xolo's ATECO code finder.

## Four situations, side by side

| | Professional working alone | Business with premises, stock or staff | Two different activities | Work changed after registering |
| --- | --- | --- | --- | --- |
| Typical registration | Agenzia delle Entrate only | Agenzia delle Entrate and Camera di Commercio | Depends on each activity | Comunicazione Unica if in the Registro Imprese, otherwise form AA9/12 |
| Pension scheme | INPS Gestione Separata | INPS Artigiani or Commercianti | One per activity, confirm with an accountant | Reassessed with the new code |
| Who sets your coefficient | Allegato 4, via the matching ATECO 2007 code | Allegato 4, via the matching ATECO 2007 code | One coefficient per code | Reassessed with the new code |
| Fixed cost before any revenue | No Chamber fee | About €90 a year, plus PEC and digital signature, plus the INPS minimum of €4,521.36 or €4,611.64 | Depends on the routes involved | Variation on a sole proprietorship: €50 |
| Timing | Partita IVA in 1 to 2 working days | Add roughly a week for the Chamber | As the slowest route in the set | Must be reported within 30 days |

Xolo figures from October 2026. INPS figures for 2026 from Circolare n. 14 of 9 February 2026. Pension scheme placement depends on the activity and should be confirmed by an accountant.

## How do you pick the right ATECO code?

Read the ISTAT explanatory notes for each candidate code, because the exclusion notes are what separate two categories that look alike from the outside. ISTAT publishes central notes describing what a code covers, inclusion notes giving examples inside it, exclusion notes naming the activities that belong elsewhere and pointing to where, and operational notes on how to read the code correctly.

ATECO categories are mutually exclusive, so each activity belongs in exactly one of them ([ISTAT](https://www.istat.it/classificazione/ateco-2025/)). When two codes both look right, one of two things is usually true: the exclusion note on one of them sends you to the other, or you are describing two different activities and may need both.

The notes are published in Italian and in English, which is the first time ISTAT has released them in English. For anyone working in Italy without fluent Italian, that file is the most useful single document in this whole area.

Starting with a general AI chatbot is common, and unreliable. A sustainability consultant we interviewed described researching her own classification that way:

> *"First I tried to understand which topic I fit into, with ChatGPT. The information I initially found on my own proved to be incorrect, according to the commercialista's opinion."*

General-purpose tools are useful for narrowing a shortlist and poor at settling it, which is why the last step below is a person.

A workable order:

1. Write down what you actually invoice clients for, in plain words, without the job title.
2. Shortlist the candidate activities in the ATECO code finder.
3. Open the ISTAT explanatory notes for each candidate.
4. Read the exclusion notes first. They rule codes out faster than the inclusion notes rule them in.
5. Confirm the shortlist with a commercialista before anything is filed.

### Was your ATECO code reassigned for you in 2025?

If your position was reclassified in bulk when ATECO 2025 came in, the code you now hold may have been assigned by a mapping table rather than by anyone reading what you actually do. ISTAT, working with the chamber system, published an operational reclassification table for exactly that situation, where no specific information describing the activity was available.

That table was built from the theoretical correspondence table with the aim of simplifying one-to-many matches into one-to-one matches, and ISTAT states plainly that the simplification involves an inevitable loss of information, resulting from probabilistic approaches and practical choices ([ISTAT](https://www.istat.it/classificazione/ateco-2025/)). The bodies holding the registers take responsibility for using it.

So if your partita IVA predates April 2025 and your old code could have mapped to more than one ATECO 2025 code, the one on your certificate is a reasonable guess rather than a decision about your business. The free Chamber of Commerce correction service set up for the transition closed on 31 March 2026, so a correction now goes through the ordinary channels described in the next section.

## What happens if your work changes after you register?

You file a change within 30 days. If your business is registered with the Registro Imprese, that goes through Comunicazione Unica, which updates the Chamber of Commerce, the tax agency, INPS and INAIL in one submission. If you are a professional not registered with the Registro Imprese, you file form AA9/12 with the Agenzia delle Entrate.

The consequences follow the new code, so a variation can move your registration route, your pension scheme and your coefficient at the same time. Adding an activity is more common than replacing one: if the new work is genuinely different from the old work, it usually needs its own code rather than a stretched reading of the one you already hold. Someone who needs a code added or changed can have Xolo file the variation, priced at €50 on a sole proprietorship (Xolo, October 2026).

## Common mistakes when choosing an ATECO code

- **Starting from the job title.** The classification describes activities, and one job title can sit across several of them, each with its own coefficient.
- **Reusing a code from an old source.** Codes published before April 2025 belong to the previous classification. A code copied from an older guide, a forum answer or a pre-2025 document may no longer describe the same activity.
- **Reading the coefficient as a tax rate.** The coefficient sets how much of your revenue becomes taxable income. The tax is then calculated on that income.
- **Running a second activity under the first code.** A genuinely different activity may belong to a different code, with a different registration route, a different coefficient and a different pension scheme.
- **Assuming a second code buys a second revenue limit.** It does not. The revenues of all your activities are added together and tested against the same threshold.

## How Xolo helps with your ATECO code

Xolo opens and manages a partita IVA for freelancers in Italy under the regime forfettario or the [regime semplificato](https://www.xolo.io/it-en/regime-semplificato). An English-speaking accountant is assigned to your account and confirms your ATECO code with you before the declaration of activity is filed. Where the activity needs Camera di Commercio registration, Xolo registers that route too.

Xolo opens the partita IVA in 1 to 2 working days with an English-speaking accountant who confirms your ATECO code before it is filed. Freelancers in Italy who need an ATECO code and a partita IVA can also get invoicing, bookkeeping and their annual tax return in the same subscription.

Xolo Italy costs €36 a month plus VAT on the forfettario plan and €79 a month plus VAT on the semplificato plan.

## FAQs

### **Can I change my ATECO code after I open my partita IVA?**

Yes, and there is a deadline. A change must be reported within 30 days. If your business is in the Registro Imprese you file through Comunicazione Unica, which updates the Chamber of Commerce, the Agenzia delle Entrate, INPS and INAIL at once. If you are a professional outside the Registro Imprese you file form AA9/12 with the Agenzia delle Entrate. Changing the code can change your registration route, your pension scheme and your forfettario coefficient, so review the three together rather than one at a time. Xolo prices a variation on a sole proprietorship at €50 (Xolo, October 2026).

### **Is the forfettario profitability coefficient the same as a tax rate?**

No. The coefficient is the share of your revenue that counts as taxable income under the regime forfettario. The substitute tax is then calculated on that income, after deducting the mandatory contributions you paid. Two freelancers with the same revenue and different ATECO codes therefore have different taxable incomes, which is why the code matters more than most people expect at registration. The coefficient is set by activity group in Allegato 4 to Legge 190/2014, not by your earnings or your negotiating position.

### **My code is in ATECO 2025. Why does my accountant mention ATECO 2007?**

Because the two classifications do different jobs right now. ATECO 2025 is what your code is registered in, in force since 1 January 2025 and used administratively since 1 April 2025. The coefficient table that determines your taxable income under the forfettario was written against ATECO 2007 and has not been reissued. D.Lgs. 12 giugno 2025, n. 81, art. 1 bridges them: until new coefficients based on ATECO 2025 are approved, the coefficient is the one in Allegato 4 to Legge 190/2014, identified through the code corresponding to the activity under ATECO 2007. On the Redditi PF form you will see both: the ATECO 2025 code at column 4 of line LM21, and a coefficient that came from the older grouping.

### **If I have two ATECO codes, do I get two revenue limits?**

No. Where several activities are carried on under different ATECO codes, the revenues and fees of all of them are added together and tested against the single limit, which is €85,000 a year as of October 2026 (Agenzia delle Entrate, Circolare 9/E of 10 April 2019). What two codes do give you is two coefficients, one per activity, so each slice of revenue is converted into taxable income at its own rate. They can also put you on two registration routes at once, which is worth checking before you add the second activity rather than after.

### **What is the easiest way to get an ATECO code right without speaking Italian?**

A freelancer in Italy who finds the Italian activity descriptions hard to interpret has two English-language sources. ISTAT publishes the ATECO 2025 explanatory notes in English as well as Italian, which is where the inclusion and exclusion notes for each code live. Xolo's ATECO code finder lets you describe your work in English and compare the suggested activities, with the registration route, pension scheme and coefficient shown for each. The choice can then be confirmed by an English-speaking Xolo accountant before the partita IVA is filed, which is the step that turns a shortlist into a decision.

### The wrong ATECO code can mean paying the wrong tax.
